The House of Representatives has approved House Bill 10158 creating the Manila Bay Aquatic Resources Management Council (MBARMC) that would supervise the conservation of waters and fishery resources in the Manila Bay.
The bill aims to ensure the speedy, consistent and efficient adoption and implementation of programs by concerned government agencies and local government units over Manila Bay in compliance with the writ of mandamus issued by the Supreme Court.
As proposed, the chairman of the Metropolitan Development Authority, administrator of the Local Water Utilities Administration, governors of Bataan, Pampanga, and Cavite, mayors of the cities and municipalities bordering Manila Bay, commander of the Philippine Coast Guard and director of Philippine National Police-Maritime Group shall be part of the proposed council.
Likewise, the MBARMC will be composed of the secretaries of Agriculture, Environment and Natural Resources, Interior and Local Government, Human Settlement and Urban Development, Health, Public Works and Highways, and Justice.
Speaker Martin Romualdez said that the proposed agency will ensure that all plans, programs and initiatives to conserve the waters and fishery resources of Manila Bay are harmonized.
